There will be a Reception Desk Note in the office where the note says he will be fixing the pipe in room 107. The Safe 4-digit code will be found in room 107.

Go upstairs and enter room 108 via the window. Break the wall to enter the adjacent room where you will find the Toolbox memo. The Toolbox Memo says:

Enter the given code i.e. 0-4-5-1 to open the safe code. Inside the safe, you will get the Gate Key to proceed ahead through the storyline.
