Coin Puzzle Solution & Location For Silent Hill 2 Remake
The Coin Cabinet is found in the 1F of the Wood Side Apartments which will be marked on your map. Go to 1F where Coin Cabinet is and enter all the 3 coins to completely solve the puzzle.
Note: The coin has two sides so flip according to the solution mentioned.

There are a total of 3 coins, each will be discovered in these areas:
Apartment Number 206. - Coin [Man]
To access Apartment Number 206, you will need to grab the Golden Apple Handle from Apartment 108 and use it on Apartment 208. Crack the safe to get the first coin.
Swimming Pool at Rosewater Park entrance door. - Coin [Snake]
To access the Swimming Pool, enter Apartment Number 116 and jump outside through the window.
Laundry Chute. - Coin [Woman]
To access the Laundry Chute, go to 3F and enter the laundry room through Apartment 312. Drop the Canned Juice into the Laundry Chute to unclog the garbage chute. Go to the Chute Courtyard and grab the final Coin [Woman].
