Defeat the mimic chest at the shown location and it will drop the only Azure Damascus Ingots found in the Tower Silence.

Upper City (3)

The 1st Azure Damascus Ingot is found straightforward in the bottom level as shown in the image whereas the 2nd Azure Damascus Ingot can only be obtained after you complete the Impossible Quest. The Hermit will reward you with an Ingot. The final third Ingot will be found in the location as marked in the image above.
