Brutes are encountered in all the biomes or regions. If you are searching for Brute Scale specifically then you will need to defeat Brutes found in the Grassland or in the green biome. The encounters are random and these are powerful so you can ask your villager to accompany you. Other than that you can easily dodge and attack the Brutes into oblivion (if you find any).
Another way to get the Brute Scale is inside the Chest at Dry Valley caves. Brutes are easier to identify as their size is enormous and hard to miss. Equip your best sword and shield to defeat the brute or you can simply craft a Crossbow and shoot the monster from a distance.
You can choose either method to farm Brute Scale, however, the Brutes spawn are much harder and inconsistent so it is better to farm chests for the Brute Scales.
