The riddle is located near the river bank of Qutrabbul Gate. Once you reach the location marked in the above image, use your eagle to find out the exact location and it will be marked on the map. You need to go by the river bank till you reach a tent and inside the tent, you will find the riddle. The content of the riddle is ” The guards are closing in, and I must write this quickly. I have obtained what I was seeking just as I said I would but I have to run out of time! Avenge me and find what I risked my life for! Search the soap boilers…and from the heights, look for the colorful fabrics! Remember me for my courage and not my fate and I bid you good luck”.

Visit the location shown in the above image, there you will find a Gazebo (as shown in the image below). Go inside the Gazebo to find the item and complete the enigma puzzle. As a reward, you will obtain a Black Zanj Uprising Dye.
