In Dusty Pontoon, middle of N4 and N5 coordinates you will find a traveling merchant in the shipyard. Interact with the traveling merchant and open the miscellaneous items. There you will find the refined metal to buy but you can only one at a time and these will refresh after a day.

If you want to buy more than one, you can save the game, exit, and then start the game by continuing from the same spot to find the traveling merchant items have been refreshed and you will be able to buy one more refined metal. Repeat this process to get as much refined metal as you want.
