The varieties of Foxes can be found in Frosted Heights lingering around. Approach them slowly, and feed them White Sturgeon which is apparently their favorite food. White Sturgeon can be fished from the fishing spots in Frosted Heights itself. However, the type of fish we are talking about is not common, you will have to find the gold nodes that indicate the fish is legendary.
Approach them steadily and feed the fox, White Sturgeon fish. Once you fed the fox, he will drop an item and a notification will pop up to collect the Dreamlight points related to feeding foxes their favorite food. Keep feeding them for a few days in order to befriend them and add them to your Companion list.
