To evolve Budew into Roselia you don’t need to reach any specific level. You need to increase your friendship level with Budew. Once you reach the friendship level of two hearts that you can check in the friendship checker app, your Budew will evolve into Roselia during the daytime. To increase the friendship level you need to use them in battles, give them vitamins, catch them in a luxury ball, give them a massage at Veilstone City, and do not let them faint in battle.
How To Evolve Roselia & Get Shiny Stone
To evolve Roselia you need to use a shiny stonen on it. If you haven’t found a shiny stone yet, you can visit the Iron island cave to get one. Go to Canalave city where you will find a boat captain who will take you to Iron Island. There you need to go towards the right stairs once you enter the cave, then make your way towards the elevator that will take you down.
Then take the left side stairs and go till you find another lift that will take you down. Then enter the room on your left side and use the lift to go up. There you will find a shiny stone and through the left side door, you can exit the Iron Island cave. Use the shiny stone on Roselia to make it evolve into Roserade.
