To get the small chest in the fox tavern you need to first get the quest Royal fox hunt. In this quest, you need to visit the Clever fox tavern to find clues that will reveal the location of Charles. The clue to the location of Charles will also be inside the locked room that can only be opened by using the key. Once you get the Royal fox hunt quest, you need to find this key to open the door and get the clue. There you will also find the small chest in front of the bed.

To locate the clever fox tavern you need to visit the area shown in the above image and use your raven to locate the exact building. Once you locate the building head inside to find clues to locate Charles.

To get the key to the locked door, you need to visit the 1st floor of the tavern then climb up the ladder. There you will meet a clown who won’t respond to your question. Besides, the clown will be a door that will be locked and only can be opened from the inside. Inside that room will be the key that you need to open the locked door on the 1st floor where the clue and chest are located.

On the right side of the clown you will find a shelve that can be pushed and on the left side of the wall will be a window to climb out. From there you can get inside the locked room by breaking the wooden window. There you need to collect the key and go to the 1st floor to open the locked door.
