In Streets of Rage 4 at the beginning, you will be able to select 4 characters at the starting of the game which are Axel, Blaze, Cherry, and Floyd. Each character has some unique characteristics and has a different set of combos.
For example, Cherry can run in-game by double-pressing the direction button while Floyd basic punch has the maximum range. You can use this feature to take down enemies who are rushing with knives.

After completing each stage or by playing the game, you will get a score at the end. These scores accumulate and add as a lifetime score. To unlock Shiva in Streets Of Rage 4, players need to fill your lifetime score completely.
Once your lifetime score bar is full, you will pretty much unlock all other class retro characters to play in-game. There is a total of 12 other classic characters that you can unlock apart from Shiva which are:

- Adam from Streets of Rage 1.
- Blaze from Streets of Rage 1.
- Axel from Streets of Rage 2.
- Blaze from Streets of Rage 2.
- Skate from Streets of Rage 2.

The 5th hidden character that has been locked at the starting of the game is Adam. Unlocking Adam is very easy, all you have to do is complete the game till stage 4 and he will come for your rescue. After that Adam will be unlocked to play in all the different modes of the game.
