How To Fix The Bad Research Ratio Problem In Imperator Rome
This problem generally arises if you have a lot of freeman in comparison to another type of population. a large number of freemen do improve your manpower but it drastically affects your research.
To fix the bad research ratio error you will need to first increase the number of citizens you have in compared to other population types and keep them happy. to increase the citizen just promote the freemen to citizens.
But just having more citizens does not mean you will have good research. to increase the research effectiveness you will need to keep them happy.
To do that you will need to convert their culture to your culture by using province policies or directly. this way they will be happy and improve the research ratio and fix the bad ratio.
But remember that you are converting the freemen which means you are converting the manpower. so it recommended that you maintain a good balance between all population.
