You can find the lady in Celadon City. once there you will need to go to the Pokemon Center. the center is located on the eastern part of the city, next to route 7.
Once there look for her leaning against a wall on the left side wearing a traditional dress with
an Abra.
How Does Fortune Teller Lady Work?
To get your nature fortune you will need to spend 10000 Pokedollar. after that, you will be asked flower of which color do you want to water and what flower do you want to thin.
Depending on your choices she will tell you about the nature of Pokemon for the day. the only problem is that there are several combinations which makes it difficult to get a certain nature you want.
